Your housekeeper in Brussels, explained in English

Belgian service vouchers make professional home cleaning remarkably affordable, but the system can be puzzling when you have just arrived. We guide you from registration to your first visit, and help you plan around your travels.

Service vouchers in 30 seconds

A Belgian scheme, subsidised by the Regions, that lets you pay a professional housekeeper by the hour at a regulated price.

Known as titres-services in French and dienstencheques in Dutch, they are used by more than a million Belgian households. In return, the system comes with a few rules worth knowing before you start.

  • 1 voucher = 1 hour

From €11.40 an hour in Brussels, €10.00 in Flanders, €10.60 in Wallonia.

  • A user number

You register with Pluxee, which issues the vouchers for the Region where you live.

  • An employed housekeeper

She is employed, trained and insured by TS-BXL. No contract or payslip for you to manage.

  • Regular visits

A subsidised system for recurring help: at least 3 hours every two weeks, on a fixed slot.

Step 1 · Eligibility

Can I use service vouchers?

Almost certainly, if you live in Belgium. What changes is how you register with Pluxee, depending on your card.

  • You have a Belgian residence card

Your card shows a national register number (NISS/INSZ). Register online with your eID or itsme: it is effective immediately. Without them, online registration is checked manually (around 7 working days).

  • EU citizen, recently arrived

Register your residence with your commune first. In Flanders, EU citizens can request a BIS number online through Mijn Burgerprofiel (eIDAS login), then send it to Pluxee.

  • Diplomatic or consular card

In Brussels: paper registration form, a copy (both sides) of your diplomatic or consular card and a certificate of residence issued by the Protocol department of the FPS Foreign Affairs.

  • NATO or SHAPE staff

In Brussels: paper registration form and a copy (both sides) of your NATO identity card. SHAPE staff: check the documents with Pluxee.

  • EU institutions & international organisations

Staff of European institutions and international organisations can use service vouchers. Depending on your card and Region, the procedure differs: Pluxee confirms the documents.

  • Not sure which case applies?

Tell us your situation: we have helped many international clients through the registration.

Step 2 · Your Region

Where you live decides the rules

Belgium has three systems: Brussels, Flanders and Wallonia each set their own prices and run their own Pluxee platform. It is your home address that counts, not your office.

Brussels-Capital Region

From €11.40 per voucher

We work in

All 19 municipalities: Ixelles, Uccle, Woluwe, Etterbeek, Watermael-Boitsfort, Auderghem…

Flemish Region

From €10.00 per voucher

We work in

Walloon Region

From €10.60 per voucher

We work in

Pluxee pages are mostly in French and Dutch; Pluxee's helplines are open Monday to Friday, 9am to 5pm. Full price details on our prices page.

Step 3 · The rules

A subsidised system, with a few rules

The Regions pay most of the real cost of every hour. In return, the scheme is built for regular household help: these are the rules that surprise newcomers most.

  • Recurring visits only

We schedule regular visits on a fixed day and time: at least 3 consecutive hours every two weeks. Most clients choose 4 to 5 hours a week. One-off cleaning is not possible.

  • Private household tasks

Cleaning, laundry, ironing, small errands and minor alterations. Not for offices, rented rooms or Airbnb flats, gardening, repairs, childcare or cooking.

  • Vouchers in your name

Vouchers are personal and pay for work in your own home. Up to 500 vouchers per person per year (rules change in Flanders from 2027).

  • Vouchers expire

Electronic vouchers have a limited validity: order them regularly rather than a year in advance, and check the expiry date in your Pluxee account.

  • Every visit is validated

After each visit, the hours are recorded and paid from your Pluxee wallet. Keep it topped up: an empty wallet does not cancel what is due.

  • A collaboration agreement

In Brussels and Flanders, a written agreement between you and TS-BXL is mandatory. In Brussels, a home visit also takes place before the first service.

TS-BXL also charges an administrative fee of €1 per voucher used, capped at €20 a month, with your prior agreement. Our terms and conditions.

Regular visits

Plan your absences, keep your housekeeper

With service vouchers, regularity is not a detail: it guarantees your housekeeper’s job, and therefore the quality and continuity of your service.

What happens behind the scenes when you become a client

  1. 1

Your hours go into her contract

We add the weekly hours of your visits to her employment contract, through a formal amendment.

  2. 2

    Those hours commit us

Once the amendment is signed, we pay your housekeeper for those hours whether the visit takes place or not, whatever the reason.

  3. 3

    Every cancellation must be replaced

48 working hours is the average time we need to find and organise a replacement. Any shorter is very difficult, often impossible: a late cancellation therefore gives rise to a fee (a flat fee of €25 per visit).

Example: weekly visits over a year

visit on your usual slot4 weeks away (Easter, summer, Christmas): your slot is kept

  1. 10

    working days' notice

Tell us about holidays and trips at least ten working days before you leave (for July and August: before 30 May), with our absence form.

  2. 4

    weeks a year guaranteed

Your day, time and housekeeper are kept for up to four weeks of absence in total per calendar year.

  3. 48h

    for a single visit

A one-off visit can be cancelled up to 48 working hours in advance (Monday 9am → by Thursday 9am). After that, a fee is payable.

What if she came anyway?

Your absence is the perfect time for everything that never fits into a regular visit. Even with fewer hours than usual, every visit you keep protects the continuity of the service, and your slot.

  • Windows and frames, thoroughly
  • Fridge, freezer and oven deep-cleaned
  • Cupboards emptied and cleaned
  • Wardrobe: seasonal changeover
  • Curtains, throws and household linen washed and ironed
  • Bedding washed, beds made for your return
  • Skirting boards, lights and bookshelves dusted
  • A clean, aired home on the day you return

Simply agree with us on how she accesses your home.

Long absences: what you should know

Cancelling one or two visits is manageable. Cancelling a whole series is different: to protect your housekeeper’s job, we have to give her other work, sometimes with a client from our waiting list. A replacement meant to be temporary may then become permanent, and we can no longer guarantee that she will come back to you on your return.

Our tips

  • Summer: tell us about your July and August absences before 30 May, when we plan the summer schedules. After that date, we can no longer guarantee your housekeeper will be back with you on your return.
  • Send us the year's known absences in one go: school holidays, trips, long missions.
  • Keep the visits while you are away whenever you can.
  • Often away? Choose a frequency you can really keep, rather than a weekly slot you cancel often.

Where we work

Our two offices are in Watermael-Boitsfort and Kraainem, in the south-east of Brussels, close to many international schools, the European institutions and NATO.

Since 2009, we have served clients throughout the Brussels Region and the nearby Flemish outskirts: Kraainem, Wezembeek-Oppem, Tervuren, Zaventem, Overijse and more. In Walloon Brabant (Genval, La Hulpe, Lasne, Rixensart), new requests are assessed case by case.

FAQ for expats

Your questions, answered

Can expats use Belgian service vouchers?

Yes. Service vouchers are open to anyone living in Belgium who registers with Pluxee for the Region of their home address. Diplomats, NATO staff and employees of European institutions or international organisations can also use them, with a specific registration procedure when they have no Belgian national register number.

Do I need to speak French or Dutch?

No. Our office team answers your questions in English, by phone, by e-mail or at our offices, and helps you with the Pluxee registration.

Which Region applies if I live in Kraainem, Wezembeek-Oppem or Tervuren?

The Flemish Region: vouchers, prices and online account (Mijn Burgerprofiel) are those of Flanders. What matters is where you live, not where you work. Our Kraainem office is right next door.

I travel a lot. Can I pause the visits?

Yes, with at least ten working days’ notice (for July and August: before 30 May). Your usual day, time and housekeeper are guaranteed for up to four weeks of absence in total per calendar year. Beyond that, we look with you at the best way to resume. Single visits can be cancelled up to 48 working hours in advance.

Can the housekeeper come while I am away?

Often the best option: your home is cleaned and aired for your return, and your slot is not interrupted. We simply agree with you on how the housekeeper accesses your home.

Can I use service vouchers for a one-off clean when I move in or out?

Service vouchers are designed for regular help, and we only offer recurring services. Clients who already have regular visits can ask for extra hours around a move.

Is there a tax reduction for service vouchers?

Not any more in Brussels (purchases from 2026) and Flanders (since 2025); in Wallonia it ends for vouchers bought from 2027. Staff of international organisations who do not pay Belgian income tax were not concerned anyway.

How soon can a housekeeper start?

Once you are registered with Pluxee, we usually propose a first visit within about five working days, depending on your area and preferred slot. In Brussels, the mandatory home visit comes first.

What happens when I leave Belgium?

Let us know as early as possible so we can end the services properly and return your keys. Order vouchers progressively in your last months, as vouchers you do not use are lost once they expire.
